Building in Vinings

An Atlanta address under Cobb County rules

Vinings has never been incorporated. It is a community of about three square miles in Cobb County, on the bank of the Chattahoochee River across from Buckhead, and county agencies govern it. The postal service gives its 30339 ZIP code the name Atlanta, which is why many owners assume the City of Atlanta issues their permits. It does not.

The ground rises quickly from the river toward Mount Wilkinson, so houses here are often built into a slope, with a deck high off the downhill side. Nearly half of Vinings households are a single person, and much of the housing is condominiums and townhomes with small decks and an association that controls their appearance.

Deck Contractor Atlanta builds and replaces decks on both kinds of property here. For homes further northwest, see our Marietta deck builders page.

Local factors

What applies to a Vinings deck

Cobb County is the permit office

Permitting for unincorporated Cobb County is handled by the county's Community Development Agency in Marietta, not by a city hall. We confirm your parcel is unincorporated, so you know the county is your permit office.

The river corridor

Land within 2,000 feet of either bank of the Chattahoochee falls under the Metropolitan River Protection Act. A project that adds land disturbance or impervious surface needs a certificate: the application goes to the local government, the Atlanta Regional Commission reviews it, and the local government issues or denies it.

Buffers inside the corridor

The corridor plan sets a 50-foot undisturbed buffer and a 150-foot impervious surface setback along the river, and a 35-foot undisturbed buffer along flowing streams. Each parcel also has limits on how much of it can be disturbed or covered.

Association rules

Townhome and condominium associations usually specify deck size, materials, and colors, and may own the structure the deck attaches to. Get the association's requirements in writing before we design.

Permits

Permits for a Vinings deck

The county's Community Development Agency handles residential permitting for unincorporated Cobb. What the county typically asks for on a deck application:

  • A site plan showing the deck, the house, and distances to property lines
  • A framing plan with footing, post, beam, and joist sizes and spacing
  • Ledger attachment and flashing details, or a free-standing design
  • Guard, handrail, and stair details
  • River corridor information when the lot is within 2,000 feet of the Chattahoochee

Cobb County's design guidelines for Vinings Village cover commercial properties and street frontages along Paces Ferry Road, New Paces Ferry Road, and Paces Mill Road. They are not aimed at single-family homes.

Requirements and review times change, so we check both with the county when we plan your deck.

What fits here

Deck designs that suit Vinings homes

On hillside houses the deck is tall on the downhill side, so the design starts with footings on sloping ground, posts sized for the height, and bracing. Access for materials is often limited to a narrow side yard or a flight of steps, which affects both schedule and cost.

Townhome decks are small, so details carry more weight: a clean fascia, a rail that does not block the view, and boards that need little upkeep. Where the association allows it, capped composite and aluminum rail are the usual choices, and the frame and attachment are checked before any new surface goes on.

Common questions

Vinings deck questions

Is Vinings part of the City of Atlanta?

No. Vinings is an unincorporated community in Cobb County. Its mail is addressed to Atlanta, but permits, inspections, and zoning are handled by Cobb County.

Does the river corridor mean I cannot build a deck?

Not necessarily. The Metropolitan River Protection Act limits land disturbance and impervious surface on each parcel within 2,000 feet of the river, and adds buffers near the water. Some lots have room and some are at their limit. The certificate review tells you which.

Can I replace the deck on my townhome?

Usually, but start with your association. It may own or control the deck structure, and it will have rules on size, materials, and color. A rebuilt deck generally needs a county permit as well.

Why do hillside decks cost more?

Taller posts, larger footings on sloping ground, more bracing, longer stairs, and harder access for materials and debris all add labor and lumber compared with a deck close to the ground.
